Council Plans / Strategies

This page contains links to council long term and annual plans. Typically the plans contain long-term aims and financial strategies, work programmes and policies.

Section 93 of the Local Government Act 2002 requires a local authority, at all times, to have a long-term council community plan.

Section 95 is the provision covering annual plans. A local authority is required to prepare and adopt an annual plan for each financial year.

The planning and budgeting process: An annual plan must be adopted before the commencement of the year to which it relates. Local government works to a July/June financial year. This legislation therefore requires plans to be approved prior to 30 June.

In general terms the planning process follows timelines:

September through February - preparation of draft for council's cosideration. Note: This is an important phase for stakeholders to place proposals before a council's officers for consideration of inclusion in the preliminary draft. The further the development of the plan has progressed the less possible it becomes that a proposal will receive consideration for inclusion in the next Plan;

February through May - Council considers and approves Draft Plan for public consultation;

May through June - Council hears/considers submissions and approves Plan.
