Japan Local Government Center  (CLAIR New York) The Council of Local Authorities for International Relations (CLAIR) was established in July of 1988.  It was founded to help promote and support local level internationalization (kokusaika) in Japan.  CLAIR, located in Tokyo, is funded by and represents the interests of Japanese prefectures and municipalities.
